There is a requirement for XXXXX Consultants to provide 1 x Civil / Structural Design Engineer and 1 Senior Civil / Structural Design Engineer to support the existing Network Rail team, Internal Design Team (IDT).
IDT are involved in the production of designs for a range of Civils renewals schemes across the Network Rail North, West and Central (NW&C) region. Designs will predominantly relate to structures Works.

Scope of Services:
All individuals supplied will be required to fulfil the Key Accountabilities/ Deliverables as below.
It is expected that the individuals offered will have demonstrable experience and competencies in the values of contracts referred with time spans in such roles clearly included.
Requirement 1 – Civils / Structural Design Engineer:
1 x Civil / Structural Design Engineer is required to have the following:
Essential
• An excellent command of written and spoken English.
• 5 Years’ relevant post-graduate experience of producing Civil Engineering designs
• An engineering degree or equivalent industry-recognised training qualification.
• A demonstrable aptitude for option development.
• Strong evaluation and decision-making skills.
• A working knowledge of rail engineering; relevant successful experience working in the principal discipline and an adequate understanding of all other related disciplines.
• An ability to work and communicate effectively in a team context.
• An appreciation of all the life cycle stages of rail infrastructure.
• CDM, Auditing and risk assessment competencies.

Desirable
• Membership of a relevant engineering professional institution.
• Formal qualifications in risk identification and assessment.
• Report writing skills.
• An ability to use (and train junior engineering’s in the use of) discipline specific industry software.
• Project Management experience including the use of Gantt charts.
• Experience in design, installation and maintenance. Understanding of the rail industry
• MICE CEng recognition
• PTS card
• As noted above, the Civils / Structural Design Engineer resource shall be included as an option for potential instruction.

Key Accountabilities/Deliverables
Work with CAD technicians to provide design solutions.
Lead the development remit for a proposal so that it properly describes the engineering requirements, scope, possibilities and operational performance targets and maintain a robust challenge to sponsoring engineers and managers, in order to monitor and value manage the business and technical remit and thereby optimise the business case all engineering and development activities so that they result in schemes that are affordable, and that meet programme requirements in a safe & environmentally responsible manner for time, cost and quality.
Lead (or undertake where applicable) the development of suitable engineering options for a proposal giving full consideration to safety, reliability, operational capacity modelling, maintainability, ease of construction, and environmental/whole life issues.

Engineering excellence is to be supported by:
• Act as CRE on schemes
• Fulfilling CDM Designer duties and being assessed as competent to undertake such a role.
• Secure all relevant base data.
• Review compliance with appropriate standards.
• Using feedback from all relevant past projects across the UK rail network, lessons learned etc.
• Confirm whether strict change control is maintained on scope development; evaluate cost, time and performance impacts in conjunction with development management.
• Participate in the selection of a single option for further development, preparing or monitoring preparation of reports, papers etc as necessary.
• Lead the development of the selected single option, including design drawings calculations, designers risk assessments and discussions with suppliers and contractors.
• Support the construction design management (CDM) principle designer in all associated duties and carry out or monitor cross-discipline engineering checks of all relevant aspects of the proposal.
• Lead the engineering interfaces of allocated proposals with concurrent work in other disciplines, or within other programmes.
• Act as or liaise with the appropriate Contractors Responsible Engineer during GRIP stages 2-6 to so that method statements for site works and surveys are produced and approved to the required standards.
• Monitor, assess, evaluate and audit Consultants and Contractors during GRIP stages 2-6

Requirement 2 – Senior Civil / Structural Design Engineer:
Senior Civil / Structural Design Engineer is required to have the following:
Essential
• An excellent command of written and spoken English.
• 7 Years’ relevant post-graduate experience of producing Civil Engineering designs
• CEng or IEng recognition
• An Engineering degree
• A demonstrable aptitude for option development.
• Strong evaluation and decision-making skills.
• Excellent knowledge of rail engineering; relevant successful experience working in the principal discipline and an understanding of all other related disciplines.
• An ability to work and communicate effectively in a team context.
• An appreciation of all the life cycle stages of rail infrastructure.
• CDM, Auditing and risk assessment competencies.

• Participate in the selection of a single option for further development, preparing or monitoring preparation of reports, papers etc as necessary.
• Lead the development of the selected single option, including design drawings calculations, designers risk assessments and discussions with suppliers and contractors.
• Support the construction design management (CDM) principle designer in all associated duties and carry out or monitor cross-discipline engineering checks of all relevant aspects of the proposal.
• Handle adequate resourcing of the feasibility stages of project development, in both the quality and quantity of Network Rail and supplier staff, and in the use of the most appropriate support equipment.
• Lead the engineering interfaces of allocated proposals with concurrent work in other disciplines, or within other programmes.
• Act as or liaise with the appropriate Contractors Responsible Engineer during GRIP stages 2-6 to so that method statements for site works and surveys are produced and approved to the required standards.
• Monitor, assess, evaluate and audit Consultants and Contractors during GRIP stages 2-6.

Working Arrangements:
• The working week for all the roles is Monday to Friday, standard working hours (9am – 5pm, 7 hour working day [1hour break allowance]).
• The office locations for all the roles are Heaton Mersey, and it is essential that there is the ability to visit the office as required/requested. As a minimum this shall be 3 days per week.
• To note, Heaton Mersey will be the primary office location, however there may be a requirement to attend other offices / locations across the Region, including for Smethwick, Manchester Square One and Hub 30 in Birmingham.
• Network Rail will supply a laptop for the duration of the contract to enable access to the Network Rail systems.
• It has been assessed that off-payroll working rules (IR35) apply to this commission.
• Duration 12 months with option to extend for a further 12 months.
• Negotiated rates inside IR35 rates – it has been assessed off-payroll working rules (IR35) apply to this commission.
